Leading Service Evaluation and Improvement - Advanced Professional Development [Level HE7] part time
Current care services are driven by notions of ‘best value’ and ‘evidence-based practice’. This means service commissioners and operational managers are constantly under scrutiny to improve the efficiency and effectiveness of operational service systems. Managers are also increasingly directly accountable to users, carers and their representatives. Balancing client demands with political/organisational demands, and the supply of resources, is a significant challenge for managers in the care sector. Redesign of service systems to be ‘modern and dependable’ is seen by the government to be critical to the future of public services, hence the module is heavily (but not solely) based on systems theory.
The module looks at how to assess needs and engage stakeholders in service development. It will lead you through models of service quality and criteria for reviewing and evaluating service. You will study business and professional risk, regulation and governance and tackle mapping, improving and costing service processes. Service planning, business cases and project management are also covered.
The assessment for this course will be a written evaluation of a process that engages your own organisation and a plan for feasible local service development.
During the course you will learn to map relevant organisational structures, policies, and key stakeholders of a service, especially the ‘user base’. This will allow you to analyse the context of your service and identify the key factors that influence its design. You will also develop the ability to critically evaluate evidence indicating the need for change and present the outcomes of your research as part of an argument for service development. For instance you will learn to use user feedback and consultation information, Trust and public health information, and evidence of unmet social or health needs.
As part of the assessment for the module you will produce a critical review of the operational aspects of a real service process and develop a plan for change. This will develop your ability to analyse the effectiveness and efficiency of current (‘as is’) service processes and systems and design improved services for future implementation. Furthermore, you will learn to apply theories of implementing planned service improvement and change. By using your understanding of local organisational requirements for planning and resourcing service change, governance and risk management you will ensure that your plans meet local organisational requirements and consider any risks that may be involved. Finally, you will learn to cost the proposed improvements in your plans to ensure that appropriate budgets are set and achieved.
The module will be delivered through a mix of lectures and workshop based activity, supported by distance learning and university resources.

This course is part of a professional development framework within the School and the credits gained upon completion of this course can be used towards the MSc Professional Development (Leadership in Health and Social Care).

Applicants should hold one or more of the following: a degree or equivalent; a relevant professional qualification deemed to be of an appropriate standard; or NVQ Level 4 in Management.
